Terms of Service

Draft, not yet legally valid. These terms are under legal review. Version of the debit clause: 2026-10-07; events and ordering: 2026-10-11; costs, ordering and refunds updated: 2026-10-24.

1. Who are we?

BillieMe is a software platform, established in the Netherlands, that facilitates the exchange of financial contributions between friends. We do not hold funds ourselves and are not a payment institution.

BillieMe is offered by [BV name] (in formation), [address], Chamber of Commerce (KvK) number [KvK number]. Questions about the app: support@billieme.com.

2. Stripe as payment service provider

To process all payments, top-ups, payouts and wallet balances we use Stripe Payments Europe Limited (Irish, licensed by the Central Bank of Ireland under PSD2). Stripe is responsible for the regulatory compliance of the payment services themselves.

By using BillieMe you accept the Stripe Connected Account Agreement.

When verifying your wallet you go through a verification by Stripe. Stripe verifies your identity, address and bank account in accordance with the Dutch Anti-Money Laundering and Anti-Terrorist Financing Act (Wwft).

3. Agency model for pots

A pot in BillieMe is a shared contribution pot for a specific purpose (festival, holiday, joint gift). The pot manager acts on behalf of the group: voluntary contributions from members are transferred via Stripe Connect to the wallet of the pot manager.

BillieMe is not a party to this transfer of money. We only provide the software (contribution records, notifications, transaction overview). The funds are held in the Stripe account of the individual user.

4. Limits on pot contributions

  • Pot total: €25,000. Above this, contributions are refused and contacting support is required.
  • Pot total (warning): €5,000. The manager receives a confirmation request.
  • Per user per day: €2,500. Above this, temporarily blocked until the next calendar day.
  • Per user per calendar year: €15,000. Above this, additional verification is required (Wwft).

These limits are set to stay within the Wwft reporting thresholds and to limit misuse of stolen accounts. Stripe may independently apply stricter limits.

5. Top-up and payout

  • Topping up your wallet is done via iDEAL | Wero, Apple Pay or card, from €10. The amount lands in your Stripe balance.
  • Payouts: when you withdraw your balance, we first refund to the payment method you topped up with (as long as that method allows it, for example iDEAL within 180 days). The rest goes via SEPA to the bank account you registered with Stripe during verification. Usually arrives within 1-2 working days.
  • Changing your bank account is done in the app. BillieMe has no access to your bank account details.

5a. BilliePas and debiting your balance

With your BilliePas you pay from your wallet balance. This is how the debit works:

  • What happens. When you pay with your BilliePas, BillieMe debits the amount from the balance in your Stripe account. This only happens once the merchant finalises the payment. If the merchant lowers the amount or refunds it, that money goes back to your balance.
  • How. We first reverse your own top-ups. If your balance contains money that does not come from a top-up, for example money that friends settled with you, we debit the remaining amount with a Stripe Account Debit. By agreeing in the app, you authorise BillieMe to make such debits from your Stripe balance.
  • Pot card. If you manage a pot and pay with the Pot card, we debit the amount in the same way from your own balance, where the pot money is held. A refund from the merchant goes back to that balance and to the pot.
  • Limits. We never debit more than the amount of your card payment or of a payment you start yourself in the app (such as a ticket or settling up with friends). You set your daily limit yourself in the app.
  • Shortfall. If your balance is too low (for example when a merchant later captures a higher amount), the difference remains outstanding. We offset it against your next top-up.
  • Withdrawing consent. You can withdraw this authorisation by having your card blocked and closing your account (§ 8). Debits for payments you already made remain possible after that.

BillieMe records when and from which IP address you gave your agreement, as proof of your authorisation.

6. Disputes and chargebacks

If a friend or you yourself dispute a payment through the bank:

  1. Investigation by the bank: Stripe withholds the disputed amount. The pot to which the disputed contribution was made is automatically frozen.
  2. Evidence: BillieMe automatically collects evidence from the transaction log (times, IP address, notifications sent) and submits it to Stripe on your behalf.
  3. Outcome: if the dispute is upheld, the amount is recovered from your Stripe balance. If the dispute is rejected, the money is released and the pot is unlocked again.
  4. Negative balance: if your balance is insufficient, the difference remains outstanding and we offset it against your next top-up.

6a. Tickets, signing up and ordering at a venue

The organiser (the venue or the event) is your counterparty for the event and for what you order at the venue. BillieMe provides the app, the ticket sales and the payment.

  • No right of withdrawal: tickets for an event on a fixed date and food and drink that the venue prepares for you are not covered by the 14-day right of withdrawal (Art. 6:230p under e and under f, sub 2°, of the Dutch Civil Code). For tickets we also say so before you pay.
  • Cancelled: if the event does not go ahead, you automatically get 100% back, service fee included, within 14 days, to your payment method or your balance.
  • Rescheduled: if the date moves, you choose: you keep your ticket, or you ask for 100% back within 14 days of the notice.
  • Reselling: you can resell a ticket or give it to a friend, up to the cap the organiser chose (100% or 120% of the original price).
  • Free sign-up: for a free event you sign up in the app. Nothing is paid and so nothing is refunded. The organiser can limit the number of sign-ups per person.
  • Private events: for a private event you only get in with an invitation from the organiser. During a private party the venue may be closed to other guests; only invitees can order then.
  • Refunding an order: only the venue can refund a paid order, in full or per line. The money goes back to the payment method that was used. If a friend had a share of that line, their share of the Billie is reduced accordingly.
  • A Billie with friends: a Billie is a request between friends to pay back their share; BillieMe is not a party to it. If you pay at the bar or till yourself ("Send Billie"), your friends only receive their Billie once you have paid the venue.
  • Allergens: the app only shows allergen information that the venue itself has confirmed. Otherwise it says "Allergen information not available". If you have an allergy, always ask the staff as well.
  • Alcohol and age: you can only order alcohol if you are 18 or older. The app checks the date of birth on your account; staff may ask for your ID when handing it over and may refuse. An event's age limit also applies at the door.

6b. What it costs

The price you see is the price you pay; there is never a surcharge per payment method. The overview is at billieme.com/en/pricing and in the app (About this app → How we charge).

  • Ordering at a venue, splitting and settling up with friends: free. Tips are always voluntary.
  • Group Billie where everyone pays for themselves: a split fee of €0.49 per person (share under €10) or €0.99 (from €10), incl. VAT, the same for iDEAL | Wero, Apple Pay and card; €0 with balance. If one person pays for everyone, it is free.
  • Tickets: €0.99 service fee per paid ticket (tickets under €10: €0.49), already in the price shown. Free tickets: nothing.
  • Topping up is free from €10. Withdrawing to your bank is free; immediate (instant) costs 1%, minimum €0.50, only if you choose it. You always get your remaining balance back for free.
  • If we change a price, we let you know at least 30 days in advance. If you do not agree, you can close your account free of charge and get your balance back.
  • A payment you have reversed (chargeback) while you had already used the money becomes an outstanding amount, together with the costs the bank charges us for it (see chapter 6).

7. Account verification and changes

Stripe may at any time ask for additional information to keep your wallet active (passport, BSN, address). We send you a notification as soon as Stripe needs new information. If you do not comply within a reasonable period, contributions and payouts are temporarily paused until Stripe can approve your account again.

8. Termination

You can close your account at any time via Profile → Delete account. BillieMe then closes:

  • Your Stripe account (your balance must first be €0; use "Withdraw")
  • Your BilliePas
  • All personal data within 30 days, except transaction records that Stripe and BillieMe are required to keep for 5 years (Wwft Art. 33)

9. Liability

BillieMe is a software platform. We are not liable for:

  • Decisions by Stripe about verification, holding or refusing transactions
  • Substantive disputes between pot members about how pot funds are spent
  • Delays or errors in SEPA payouts caused by the recipient's bank

We are responsible for:

  • The availability of the BillieMe platform (to the best of our ability)
  • Correct recording of contributions in our records
  • GDPR-compliant handling of your personal data (see the Privacy Policy)

10. Changes

We may change these terms in the event of important product or regulatory changes. For significant changes you receive a notice 30 days in advance and you can close your account without a notice period.

11. Governing law

These terms are governed by Dutch law. Disputes are submitted to the competent court in Rotterdam.
